In many countries, we have encouraged regulators to establish regulatory sandboxes to support them in achieving the right balance between the strictness of regulations and their ability to enable innovation.”

Limited infrastructure in rural areas remains an issue, but the 90% penetration rate is remarkable, particularly for a developing country. At the same time, cybersecurity concerns highlight the need for greater collaboration with the private sector.

There are also significant opportunities, especially in growing tech ecosystems and advancing digital transformation in public services to better reach rural areas. USAID is dedicated to expanding digital infrastructure, enhancing public service delivery, and improving digital skills while ensuring a secure and rights-driven digital environment.”
