Central Asia as a Digital Hub of Eurasia

For several decades, Central Asia has been a disunited (in terms of politics and infrastructure) Asian region, located far off the main centers of economic growth in Europe and Asia. The World Bank Digital CASA project will connect Central Asia with both Europe and Asia digitally, and speed up Internet access for millions of local residents, including remote areas. How can local authorities use the new infrastructure to create their own IT industry?
